The adjudication process at Northwest Louisiana Technical Community College is designed to provide a learning experience that encourages growth and personal understanding of one’s responsibilities and privileges within the college environment. The goal of the adjudication process is to balance an understanding and knowledge of students/community members and their needs, with the needs of other students and the college community.
Recognizing and addressing bullying is paramount to ensuring a safe and healthy campus environment that is conducive to learning and that protects the rights of individuals. Northwest Louisiana Technical Community College defines “bullying” as severe or repeated use by one or more individuals of written, verbal, or electronic communication, or a physical act or gesture or exclusion directed at another individual. Bullying may cause physical or emotional harm, may create a hostile environment, and may infringe on a person’s rights, and/ or may disrupt the campus environment.
Any individual who believes that he/she is the subject of bullying or who has knowledge of bullying behavior immediately should report such conduct to
- Campus Deans;
- Student Services personnel;
- Campus safety representative; or
- Faculty/Staff.
Complaints of bullying will be investigated promptly and in as impartial and confidential manner as possible. Retaliation against any individual reporting such conduct will not be tolerated.
Any individual who is found, after appropriate investigation, to have participated in bullying is subject to disciplinary action per the institution’s current policies which govern faculty, staff, and students.

As required by the Louisiana Department of Environmental Quality (LDEQ), All Northwest Louisiana Technical College Campuses have an asbestos management plan available in the main office of each campus. The plan is available for review during normal working hours

Northwest Louisiana Technical Community College (NLTCC) values the freedoms of speech, expression, and assembly in its college environment. In accordance with the First Amendment to the Constitution of the United States, Article I, Section 7 of the Constitution of Louisiana, and ACT 666 of the 2018 Regular Session of the Louisiana Legislature (Louisiana Campus Free Expression Law), students, administrators, faculty members, staff members, and invited guests who wish to assemble and engage in noncommercial expressive activities on the public areas of NLTCC’s campus shall be permitted to do so freely, as long as the conduct is not unlawful and does not materially and substantially disrupt the functioning of the campus. The Board of Supervisors of the Louisiana and Community Technical College System (LCTCS) and Northwest Louisiana Technical Community College (NLTCC) are committed to providing a supportive educational environment free from hazing, one that promotes its students’ mental and physical well-being, safety and respect for one’s self and others. In accordance with Louisiana Revised Statute 17:1801, 14:40.8, and 14.502, NLTCC shall prohibit hazing and take all reasonable measures to address hazing, including without limitation: adoption of an effective policy; clear communication to campus organizations, students, and other stakeholders of laws and policies; and education and training. NLTCC shall take prompt and appropriate action to investigate and effectively discipline those accused of such conduct in a manner consistent with all applicable laws. Job placement is exceedingly important to Northwest Louisiana Technical Community College. The Student Services professionals and the College faculty provide career assessment, counseling, and planning along with career and job resources. We also assist employers in finding and recruiting Northwest LTCC students and graduates for employment opportunities.

In most instances, situations can be resolved by reviewing the processes for certain actions: If you experience a problem, or have a concern or complaint, you may inform any staff member and expect prompt assistance. NLTCC strives to resolve student grievances, complaints and concerns in an efficient, fair, and amicable manner. It is the responsibility of the complainant first to attempt to resolve the matter with the institution. Complaints regarding any aspect of NLTCC’s operations will receive prompt attention. Under 34 CFR 668.43(a)(10), an institution must include information regarding institutional policies and sanctions related to the unauthorized distribution of copyrighted material in the list of institutional information provided upon request to prospective and enrolled students. Summary of Civil and Criminal Penalties for Violation of Federal Copyright Laws. Copyright infringement is the act of exercising, without permission or legal authority, one or more of the exclusive rights granted to the copyright owner under section 106 of the Copyright Act (Title 17) of the United States Code). These rights include the right to reproduce or distribute a copyrighted work. In the file-sharing context, downloading or uploading substantial parts of a copyrighted work without authority constitutes an infringement. Penalties for copyright infringement include civil and criminal penalties. In general, anyone found liable for civil copyright infringement may be ordered to pay either actual damages or “statutory” damages affixed at not less than $750 and not more than $30,000 per work infringed. For “willful” infringement, a court may award up to $150,000 per work infringed. A court can, in its discretion, also assess costs and attorneys’ fees. Willful copyright infringement can also result in criminal penalties, including imprisonment of up to five years and fines of up to $250,000 per offense. Disability Services coordinates campus-wide efforts to provide services and accommodations for students with disabilities. Title IX protects people from sex discrimination in educational programs and activities at institutions that receive federal financial assistance. Title IX applies to NLTCC programs and activities, as related both to education and employment. NLTCC is committed to providing an environment free from sex discrimination, including sexual harassment and sexual violence.

According to OCR’s 2001 Guidance, a responsible employee includes any employee: who has the authority to take action to redress sexual violence; who has been given the duty of reporting incidents of sexual violence or any other misconduct by students to the Title IX coordinator or other appropriate school designee; or whom a student could reasonably believe has this authority or duty.

Sex Crimes Prevention Act
The federal Campus Sex Crimes Prevention Act was enacted on October 28, 2000. The law requires institutions of higher education to issue a statement advising the campus community where law enforcement information provided by a State concerning registered sex offenders may be obtained. It also requires sex offenders already required to register in a State to provide notice, as required under State law, at each institution of higher education in that State at which the person is employed, volunteers, or is a student.
All registered sex offenders must submit relevant documentation prior to course registration to the Campus Dean or designee. The College may deny admission or re-enrollment to individuals who cannot benefit from the programs/courses offered or who are considered detrimental to the best interest of the college community. Enrollment of sex offenders is considered on a case-by-case basis and is based on Northwest Louisiana Technical Community College’s ability to accommodate restrictions and/or conditions of probation or parole.
Sex Offender Registration Information
The Louisiana State Sex Offender and Child Predator Registry is the official Louisiana internet source for Sex Offender Registration information. The Sex Offender Registration open record information is extracted from the Louisiana State Sex Offender and Child Predator Registry Database. The state maintains files based on registration information submitted by criminal justice agencies and represents a statewide source of information on sex offenders required by law to register.
Registered sex offenders who are enrolled at NLTCC are required to advise their local law enforcement agency of their affiliation with NLTCC. Information concerning persons who are required by Louisiana law to register as sex offenders, including registered sex offenders who are enrolled at any of the NLTCC campuses can be obtained from the relevant agency below. The database can be searched for a specific individual or for an area (city and/or zip code).

Northwest Louisiana Technical Community College seeks to provide a safe, healthy, pleasant environment for its faculty, staff, and students. To this end, the use of smoke-producing tobacco products and the advertising, sale, free distribution, and discarding of such tobacco products shall be prohibited in all indoor and outdoor facilities and in all state-owned vehicles. The policy extends to faculty, staff, students, vendors, guests, and visitors. The Smoke-Free Campus Policy is available in the NLTCC Student Handbook/Catalog.
Students and community members are subject to the same federal, state, and local laws as non-students and are the beneficiaries of the same safeguards of individual rights. As members of the academic community, students and community members are expected to conduct themselves in a reasonable manner.

Northwest Louisiana Technical Community College has four categories of student-related complaints.
1st category: Alleged violation of the student code of conduct
A faculty/student/staff member can lodge a complaint when a student violates the student code of conduct as listed in the NWLTC Student Handbook /Catalog. The disciplinary (aka adjudication) policy is followed in this case.
2nd category: Grade appeal
Students have the right to appeal a final course grade if they think that the grade was awarded in a capricious manner. The grade appeal procedure is outlined in the Student Handbook/Catalog.
3rd category: Financial aid appeal
Students have the right to appeal financial aid decisions, including financial aid suspension. The appeal process is outlined in NLTCC’s Financial Aid page and appeal forms are available at the campus’ financial aid office (Hyperlink).
4th category: All other student complaints
For student-initiated complaints including, but not limited to, NLTCC policies or processes, NLTCC staff/faculty behavior toward a student, etc. Students lodging a complaint against a staff member, faculty member, or another student that is not related to grade appeal, financial aid appeal or violation of the student code of conduct will follow the process as published in the Catalog/Students Rights & Responsibilities (link below).

NLTCC Campus to another NLTCC Campus
All campuses within the NLTCC utilize a common curriculum for academic credit. All satisfactorily completed course work (Grade of “C” or higher) taken at a NLTCC campus will be accepted as transfer credit at another campus of the NWLTC subject to any licensing board/program accreditation restrictions.
Transferring to Another College or University
Transferability of any credit is at the discretion of the receiving institution. Northwest Louisiana Technical Community College neither guarantees nor implies that course work taken at the college will transfer to any institution other than NLTCC. While there are articulation and transfer agreements in place between NLTCC and other postsecondary educational institutions, students who wish to transfer are encouraged to check with the receiving institution prior to enrolling in course work.
